Legal to practice at halftime of game you are not playing?

Just curious. I saw a team practicing on the court at halftime of the game that was being played before their game. This is from the handbook:

PRACTICE: [/B]During the days of the tournament no team may practice in the gym where the tournament is to be played.

That was clearly practice and was not pregame warmup since the other game is still going on. Is that legal? And why would all teams not be offered the same courtesy? I have never seen that in any gym where there are multiple games.
